Ctrl Panel makes explorer crash....

Hi all, Been having this problem for a while now... When I try to open Control Panel, an error pops up saying "Windows Explorer has encountered a problem and needs to close."... When I look at the info on the error, I get this... AppName: explorer.exe AppVer: 6.0.2800.1221 ModName: shlwapi.dll ModVer: 6.0.2800.1692 Offset: 00004c5c Anyway, I downloaded shlwapi.dll and put it in my Windows/system folder... and yet Control Panel still has this problem, with the same error. Does anyone have an idea of how to fix this without reformatting? :( TIA!!
