Every time I press Ctrl + Alt + Delete, that one window pops up, but it's only up for about 2 seconds. The window goes away. I can't keep the window up. Can someone please tell me what to do?!? THANK YOU.

Did it ever work? Something has hijacked the safeguard part of the OS. (what little there is). The c-a-d should allow you to get at the popup and stay there. You might try restore points or might need a full clean install and then get AV and firewall and updates.
