I was once having Windows Messenger pop-up problems on my computer, i got advice and it was to turn off my Messenger service which i did. Either by a meer coincidence or it actually coincides with it all, after i did that Ctrl + Alt + Del to bring Task Manager up doesnt work. However my friend who disable Messenger can still brin it up.
What can i do, as i need it to shut not responding programs.

Well first i would make sure the file 'C:\Windows\System32\taskmgr.exe' is still there since this is the exe loaded when you hit Ctrl+Alt+Del, if it is run it just to make sure it loads ok, if it runs fine then either your keys are nakerd, or u have some trojan preventing it to load, either way has nothing to do with the Messanger service.

That MS service will continue to run regardless of whether you have it disabled. In run , paste this: RunDll32 advpack.dll,LaunchINFSection %windir%\inf\msmsgs.inf,BLC.Remove

Isn't that the run command to remove MS Messenger?
I think Andrews problem was the Windows Messenger Services Pop ups, which have nothing to do with MS Messenger.
Its seems you have mistakingly disabled another services, keep checking back, I'm sure some one will let you know which one.

Alan56, Nope. It removes Windows Messenger,Not MSN messenger. I also use MS messenger occasionally with no problems. He should be okay. http://www.kellys-korner-xp.com/xp_messenger.htm
