CSV row deleting if column J = today-365

Specs: Windows XP
I'm looking for C# code, or a tool that can open a CSV file, examine column J and if the date in that column is <= TODAY - 365; then delete that row for each row in the CSV file. Then re-write the output file.

I also need the ability to have this process run each day at a specific time - via task scheduler?
