Does anyone know if it's possibile to create a user interface in Windows Xp Profesional to block functionality of the OS, personalizing the interface maybe with a web-base features or some other method...

Yes, it is possible, but it is no trivial task. You are delving into the depths of the OS. Try this for starters.
