CPU/Ram: 256mb - 1.2gz

I'm trying to create a volume on an additional disk using diskpart.exe in dos. The disk shows up but has no volume info nor does XP assign it a drive letter. I think that before a drive letter can be assigned a volume must be created. When I run the "create volume simple" command from the command line it tells me that the command is not available in this version of windows. Any help or ideas would be appreciated. Thanks...

do you have to use the command line? if not, you can use "Computer Management" (start -> run -> "compmgmt.msc /s"), then click on "Disk Management", from there you can create partitions and format the drive.
