Create custom IE toolbar

How do I create a custom toolbar in IE similar to the standard Links-bar?

Do I need special software for this?

Thanks del7, but I was rather looking for a more "simple" toolbar without all the buttons and stuff ... It should only contain folders for links collections. Any ideas?

It is for my company, where the customized bar with shared links should be accessible for all users in their browser window without conflicting with the standard links bar, that contains personalized links for every user...
