Crashing problem

CPU/Ram: Pentium IV @ 2.4 Gh, 512

Hey,

My friend is experiencing some crashing problems. He says that, when he turns his PC on, the WindowsXP loading screen appears, but then, some blue stripes appear on the monitor, it enters in hibernation, the processor makes some sound, and the pc shuts down. He also says that, before it turns off, it asks if he wants to start in safe mode, but he can't change the options. So, he starts in normal mode and bam, it crashes. Does anyone know of this kind of problem?

He's using WindowsXP Home Edition, and his processor is a Pentium 4 at 3.2 gigahertzs.

it asks if he wants to start in safe mode, but he can't change the options.

Is he using the arrow keys on his keyboard to change to another option ??
The mouse will not work at those options screen.

processor makes some sound
Is the sound like any beeps ???
BIOS Error Beeps, Messages, and Codes-
----------------
Shutdowns may be an overheating problem.
Are CPU and Case fans working ??
