I did a system restore, and everything went fine, but when it booted back up....the screen was black, but still had the white arrow. I've tried using safe mode etc., but nothing will bring anything up. There's no start menu, no icons.....no sign of the windows program. I tried putting my XP disc into it, so I could possibly write it over top.....but it did nothing. Any ideas how I can access the system, or make the disc work?
BTW, everything turns on, and loads properly, but then nothing shows up, but the arrow.

boot to safew mode, in device manager, remove the display driver.
reboot, ans windows will reinstall display driver correctly

I can't access anything in safe mode either....the screen is black in that aswell, other than the "safe mode" tags

Unless he lied in his post I think that may not work or him (but this is just a hunch ;) ... and if he did lie in his post then helping him won't do much good cuz he may have lied about the problem too! just joking, but really, reading the posts may help a bit. Now that I have said that watch me go and say something that was mentioned previous in this post (would be my luck now that I've opened my mouth).

Have you tried booting into CMOS and setting the CD as the primary boot device and then trying to boot to the XP CD? I know that some boards will not boot to the CD and continue with a crashed OS unless you set the CD as the boot device.
Once you have booted to the XP CD you can try some of the tools in the recovery console, or re-install XP.
Hope that helps!

sorry meant BIOS.
usually striking DEL, ESC, Fx or some other key while booting will allow you to enter into the BIOS of your motherboard.

when the system starts and is doing POST press the "delete" key( check at the bottom of the screen when it's booting up)u have to be quick tho'
in the screen which appears after hitting the key, move to advanced options(or similar advanced xxxx) press enter
then use the specified keys to move up & down and select HDD/Hard disk 0...make the selction from the list .choose CDROM
save and exit.
reboot..tell us if it works.goodluck.

Did you change your monitor since the restore image(?) was created? If so, try a different monitor. It may simply be that your current monitor deosn't support the resolution that the system was set at when the restore was created.

sorry dont want to patronise you.
but do you boot up your pc with the xp disk in and hit enter to boot from disk. just you say in your post that the srcreen is black with a white arrow. so your monitor is working and your gpu otherwise you wouldnt have a mouse pointer.
do you see all the info like detecting drives at startup.
if so load pc with xp disk in hit enter when it says to. then select repair installation
hope it helps

are you seeing anything during Post. any white text saying anything about your motherboard type or bios version or detecting primary/secondary boot devices or anything?
If you can see this text during post then at some point you should be able to hit some key (may not be DEL, may be ESC, F1, etc.) to enter BIOS usually somewhere in post it will even say "Hit 'ESC' to enter BIOS".
If you can not see this text while your computer is posting then you may have a monitor issue (like Grok mentioned) or a Video card issue.
Post back, let us know.

No, nothing like that. I do however get a message telling me that windows did not start up correctly and gives me options about how i'd like to open in. I have the disk in, I hold the enter key....it's just not doing anything

you have to be getting that menu/option AFTER post...
Why can you not see post? Is there a manufacturer's graphic that displays on startup? Maybe you have to hit 'ESC' if there is a graphic so that you can see post. At any rate it sounds like you are getting past post, so again I would just try tapping various keys (like ESC, DEL, F1, F2, etc.) when the computer is first booting up an see if you can get into your Bios...
I don't know what more to say... it sounds like both your graphics card and monitor are working if you are getting to the Boot Menu Screen. You need to find a way to get into your BIOS, set CD to primary boot device and then boot from the XP CD... from there you can run the recovery console, or re-install if you need to.
Don't know how much more help I can be, but I will flag this message for follow up in case you post back later.
Thanks.
