This is usually the result of a post error, meaning that there is some form of hardware malfunction. Go to your manufacturer web site and see if you can find out what the different post errors are. They are usually pretty specific.

The CPU is a chip that fits into a socket on the motherboard...how do you know the CPU won't start?

2 beeps indicates a memory error. Did you upgrade the RAM or video?
