Ok, quick and simple. Some specific programs use up 50% of the CPU usage (in Task Manager). I have a problem with this because after about 5 minutes of having a program using 50% of the CPU, i could hear the CPU's fan going extra fast, and it's sound is pretty annoying (it has a whining noise).
Some examples of programs that do this:
The game SimCity 4
The game GTA 2
The application Internet Explorer 7 (it sometimes starts to do that after being open for long periods of time, and the odd thing is that IE is doing nothing and it hogs up 50% of the memory)
And some other programs sometimes, not sure, but the main issue is that when this happens, the programs hog up 49%-51% of the CPU.. so what do u think it is?

CPU problems are evident when the computer CPU Usage is less than required to even run your Windows OS. Part of the problem is not enough memory installed on your PC. The other problem could be some software installed is to large and uses up to much space on your hard drive, and causes your system to "Lockdown"/ "Lockup". The 3rd senerio could be that you have to many programs starting up upon booting your version of Windows. To correct this problem; goto START/RUN/ & type in "msconfig" without the quotation marks, Then when the System Configuration Utility Program opens up within Windows locate the StartUp tab and UnCheck / Disable All programs which have a check mark next to the name of the program. Then you will be required to reboot your PC. Hope this helps. I can be found for TechSupport at shaboney@hotmail.com with "FIRST-OPINION-COMPUTERS"

Johnw: none of the links in that link really help me, i tried checking them out, they kinda don't apply. thanks though for the link, more links would be nice.
FirstOpinionPC: i have 2GB of ram, i'm not sure that the size of the software should matter too much.. since GTA2 is a pretty small program compared to Yahoo Messenger, for example, which uses more mem usage, apparently. And i dont have much running in my startup, no spyware/viruses or whatnot... but thx for the responce

Ok Pepanee, I would look at overheating, dust being the biggest problem on all your fans ( including the power supply )
Take a cover off & clean out the dust, put an external fan on & see if it behaves with the extra cooling. Make sure all the fans ( including the power supply ) are spinning fast.

Quiet noisy computer fans with a drop of oil

i could try that last option.. it looks pretty slick, caus everything else is ok. it's the cpu's fan that's making the noise
