CPU Usage 80% at idle

Specs: XP Home/VistaPrem64b, Xeon 3110 3.0/G.Skil
My son's computer has an AMD Sempron 3000 and 512mb of memory. The CPU usage is always at 80% while the system idle process is 99%.

This is after all XP updates have completed and it has sat idle for hours. I have eliminated all programs running in the background.

I installed a new graphics card for him, an Ati EAH3450 256mb. He was using the onboard graphics which only has 8mb memory and was very slow. When I installed the new card it got worse.

I'm assuming this is due to the CPU usage. If anyone can help I would greatly appreciate it.

well, which process is hogging the CPU? Look in Task Manager.

That's the problem jam. The task manager says system idle is 99% and all other tasks say zero.

I don't get it!

Are you reading the CPU usage at 80% in Task Manager> Applications? Close your browser and that may go away. If there is a hidden process running the most likely reason would be to use your computer as a bot. Install a network monitoring utility to see if there is any activity. Turn off auto updater for Windows and all other programs. Watch to see which direction the traffic is flowing.

Netmeter is free to use for 30 days and can monitor the traffic.

Okay thanks. I'll try that. I think it's Avast. I can not uninstall it with Add Remove, turn it off, etc. and there is no uninstall icon. I even tried reinstalling it over itself so Add Remove would recognize it again.

Check to see if it's running a virus scan on your drives.
