CPU Usage = 100% all the time???

I've use this computer for 3 years.
And today, when I press ctrl-alt delete, I realized that my CPU usage is 100% usage. Why? Some of my friends said he got 60% cpu usage while playing such games etc..but I'm 100% even while surfing the net? Why?
How to fix this problem?
*I'm using motherboard monitor, CPU Idle. Does it affect?*

Click on the Process tab, and see which process is taking up all your cpu time

OMG,
It's my CPUIDLE that take up that much CPU usage!!! 98%!!!!!!
Why? should I uninstall that monster??

It's normal to see 100% CPU usage while running the CPUidle software. According to the developer, this shouldn't be slowing your system down at all though. From the website:
Q: When I start CpuIdle, the CPU usage immediately climbs to 100%- what's wrong?
A: When CpuIdle is running, it will use all otherwise idle time to keep the CPU cool, by executing the HLT command. Unfortunately Windows does not recognize the difference between normal CPU usage and CpuIdle's cooling commands that only consume otherwise "spare" time. This does not affect normal applications.
By the way, do you find that running the software does keep your processor cooler? I've been wondering.

I had that same exact same problem not to long ago!!! System Idle process was hogging all CPU power. I talk to a geek friend of mine and he took a look at the startup processes there was a weird program that had ".install" at the end... I eliminated it from the startup list and the computer has run fine ever since... i suggest looking at that likst yourself and un-checking everything that you have you dont need or have no idea what it is...
To get to the startup process menu type "msconfig" under Run.

Actually, victorti83plus is speaking of a specific piece of software called CPUidle which helps keep your processor cool by shutting it down when not in use. It's normal to see 100% CPU usage with that program.
