CPU running at 100%

I am having problems. My brand new (1 week old) system(Dell 2350)shows the CPU running @100%. The only programs I have running on it are Office XP and QuickBooks 2002. Both are XP compatible. I didn't put any updates on the PC and don't know if I should. When I check task manager I show the System process running at 99%. I have tried stopping it without success. Any help will be greatly appreciated. Thank you.
Not true. My AMD cpu usually fluctuates between only 10 and 30% when nothing in particular is going on -- that is, apps are loaded but just sitting there. Even when I'm running Office or Quicken it only very briefly pops up to 90% or so when I do something that gets it excited.

System IDLE runs at 99%.Try shutting down processes in services until you find the culprit. Mine was DNS. It was hogging service host at 90%.
