I have an Dell Inspiron 8200, 2.0 GHz processor, but it only runs at 1.2 GHz.
I have set the BIOS to run at maximum speed, and have set Power Options to Always On, but that hasn't affected the speed. Is there anything else I can do to get the CPU running at full speed?

I would guess that the answer is in your manual.
The CPU speed changes based on several things, all focused on power conservation. You probably checked it at basically an idle. Under full load I am sure you would get the rated speed. It's called 'Speedstep'.

Do you think you notice the difference, or is this just a 'man' thing?
If you don't screw too much with the settings, your battery life can be greatly increased.
This is an Intel chip, not a Dell thing.
I am guessing here (Personally I would talk to Dell first) but I think you can. See add/remove for Intel Speed Step technology Applet. Remove it.

in the bios, did you actually fiddle with the FSB settings aswell? these need to be correct and true to your processor in order for it to work at its correct speed.

While I was fiddling around with everything, I did have the CPU clock @1.99GHz, and surprisingly, I could tell a difference. Especially with MS Outlook and how fast the lists populated. It makes a big difference with all the lists as a matter of fact.
That's what got me started wondering if something was wrong with my computer, because my lists would take so long to populate. Then I turned on the task manager, and the CPU would run @ 100%, while less than 1/2 my RAM was being used.
Anyway, now I'm wondering how I got it to go 1.99GHz, because it is constantly 1.2GHz.
I tried to uninstall speedstep, but it wasn't in the add/remove feature. Then I disabled it in the BIOS, and the CPU ran 717MHz, that was really slow.
I called Dell and they said that is just the way it is, so maybe I'm stuck. As far as the battery goes, I'm docking 75% of the time, so I'm not too worried about battery performance.

For anybody that my be interested, I did figure out(actually read it on someone else's website) how to get my CPU to run full tilt.

I have had the same problem with an incorrect CPU speed on my machine. I have an AMD Athlon XP 2100+, 512 MB (DDR PC 2100), Geforce 4 ti4200 video card.
I also have 2 Maxtor harddrives; one is a 80GB and the other is a 60GB. When I have them both connected sometimes I turn on my machine and it runs at 864mhz when it is supposed to be running at 1.73 ghz.
So I tried unplugging my secondary harddrive (60GB) and the machine reported the CPU speed correctly; however, when I connected the harddrive back up the machine sometimes works but sometimes it does not. So I downloaded the AWDFLASH utility from www.soyousa.com (the manufacturer of my motherboard) and I also downloaded the necessary .bin file. Then I ran the AWDFLASH utility and it was supposed to update my bios and fix the CPU speed but it didn't. So then I read my manual that came with my motherboard. On the webpage for the AWDFLASH utility it also mentioned that I needed to update my Highpoint driver. So I found the driver on www.soyousa.com and downloaded it and then I also set my bios to ENABLE on-board RAID. Then I followed the instructions and everything seems to be working fine now (it runs at 1.73ghz like it is supposed to); however, hopefully this fixed the problem. I will try running games on the machine and other programs to see and I will try turning on and off the machine as well as restarting it for the next couple of days to see if the problem occurs again. If it does, I will never buy a SOYO motherboard again!
