Corrupt Twain File Defies Removal

Specs: Windows XP

I have a corrupt Twain file (twain_32.dll) in my C:\Windows subdirectory. I am trying to replace it with a twain_32.dll file I have expanded from my XP install disk. I have tried to reneme the old file, delete the old file, and cut & paste the new file over the old file, but the old file just stays put in C:\windows. Any suggestions on how to remove it?
