Core CPU Speed Fluxuation ??????

I posted this the other day but received no responses. Sorry if re-posting this offends people or breaks etiquette. I recently had a problem where my CPU would max out at 100% and not come down. When I would check my Task Manager it was the System Service that would max at 100%. At first I tried every suggestion found here at the forums to no avail. After Re-installing the OS 2x it finally has stopped doing this (although I haven't run updates yet)
Anyway, the problem now seems to be that once I start, my Max CPU speed as listed in the "My computer" properties will fluxuate. Under General it will say the following after starting up cold:

Intel(R) Pentium(R) III
Mobile CPU 1000mhz
996mhz
512MB of RAM


Meaning..when it starts up cold the CPU will read the correct 1000mhz. After running the computer for a few minutes and running apps, the system Fan starts going CRAZY and spinning 100% as if trying to cool a heating issue. The CPU stays low at 5% though like normal. Then upon reboot, when I go to check my Max CPU speed in the "My Computer" properties, the CPU registers as 488mhz instead of the correct 1000mhz.

I have also downloaded PC Wizard Experience to verify this.

Then when I reboot in order to stop the fan from spinning it will then tell me upon reboot that I am once again at 488mhz for the processor speed.

I called customer support and after hours they finally said it could be a failing battery. So I have taken the battery and am running the computer off the AC, but the CPU Max speed still fluxuates and the fan still will spin at 100% for hours once it starts going after anything that involves any serious amount of processor speed.

In addition when viewing my information in PC Wizard eXPerience it also have my Front Side Bus Speed changing from the intial Startup Frequence of 133mhz and it will drop to 65mhz at the same time that the CPU frequency drops to around 488mhz

Any suggestions on why my CPU Speed Frequency would fluxuate like that? Any ideas on how this could be tied to my fan maxing out? I have read all thru these forums and tried everything that others have suggested. Thanks in advance. I just want to be armed with the best possible suggestions so I know they take it in to replace the correct parts.

Many laptops have built in speed reducers. When the computer is not being used it drops the speed of the CPU down to near nothing to save battery power. It will have different levels set to go off at different time. for instance, if 1 application is open it may run at 300Mhz, 2 applications will be 500Mhz...and so on.
