Can I copy downloads on to a DVD disc using my cd-writer?

For what?

Are you trying to burn a copy of a software program that you downloaded or something like a movie that you downloaded?

And why are you using DVD disks to burn to? Go to Wal-Mart and get some CD-R's and save lots of $$$.

Sure you can, if you have a DVD burner. Best Buy has one on sale this week for a mere $500! DVD disks can't be burned with a cd burner.

You can however make "video cds".

You can burn a DVD movie to a CD-R disk. Make sure that you home DVD player can read the format that you burned it in! Try Nero, it has worked good for me. There are some movies that wont burn well. Get a good encoding program.

Its NOT this simple, it will take time to master. Go to Wal-Mart and buy a jumbo pack of CD-R's and make room in your trash can for 80% of those disks!

impossible to burn a dvd to a cd-r. its possible to burn a movie that was ripped from a dvd to another video format. this can be done with the vcdhelp link left above.
