Copy files in dos

I'm trying to make a disk with a dos command in it to copy files from one drive folder to the other .
In Windows this works
@ECHO
:START
XCOPY E:\backups\testbackup\dirlist C:\dirlist /Y
pause
When I boot into dos it says bad bad command ?
What I'm trying to do is make a restore disk with a cd and my backup files on it . but it will need to run from dos .
anyone help me with this ?

I got it to work . just needed to copy the diskcopy.com to the disk running the bat off of .
