Anyway to get access to a floppy in WinXP Home Addition? Since I don't have
gpedit available how can I set the security settings as described below?

HOW TO: Copy Files from Recovery Console to Removable Media
Procedure
1.. To enable the security option, start the appropriate Windows security
tool:
a.. Local Security Policy (in Administrative tools)
b.. Domain Security Policy (in Administrative tools)
c.. Domain Controller Security Policy (in Administrative tools)
d.. Security Configuration and Analysis (MMC snap-in)
2.. In the MMC console tree pane, expand Local Policies, click Security
Options, and then click the following security policy in the details pane:
Recovery Console: Allow floppy copy and access to all drives and all
folders

3.. On the Action menu, click Security.
4.. When the Local Security Policy Setting dialog box is displayed, click
Enabled, and then click OK.
5.. Start into Recovery Console, and then type the following command at a
command prompt:
set allowremovablemedia = true

You can now copy files to and from a removable media source (for example, a
disk).

NOTE: You must retype the set command each time you start into Recovery
Console.

A tip for Home XP users that can save allot of headaches is to change a registery entry…

Locate this key in the registry…

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\SeCEdit\Reg Values\MACHINE/Software/Microsoft/Windows NT/CurrentVersion/Setup/RecoveryConsole/SetCommand

Change the value type from 4 to 2.

1= Allow Wildcards
2= Allow all Paths
3= Allow Removable Media
4= No Copy Prompt

Doing so has the same effect as "Allow Floppy Copy And Access To All Drives And Folders" does with the group policy editor in XP Pro.

Also another usefull page for the recovery console is Description of the Windows XP Recovery Console

P.S. to enable the SET command in the recover console for home users locate the following key in the registry…

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Setup\RecoveryConsole

Change the SetCommand from 0(zero) to 1(one)

Once you make this change you will also need to boot into the recovery console and make the various policy changes.

type

set(space)AllowAllPaths(space)=(space)true (hit enter)

repeat for any(all) of the other 3

AllowWildCards
AllowRemovableMedia
NoCopyPrompt

If you want to get rid of that annoying prompt for Administrator password (especially if its none) change the second value under this key

SecurityLevel from 0(zero) to 1(one)

Hope this helps!
