.nrg files are created by Nero, so what you have is a disk image that needs to be burnt to a CD before you can open it, then it depends on what format the file on the CD is in as to how you can handle it.

You may be able to find some ISO programs that can open an NRG file and allow you to extract the files without the need to burn to CD (PowerISO, UltraISO, MagicISO, etc.). These can also burn to CD without requiring installing Nero.

But I suggest that the "structure" of files/folders inside the Nero Image file may need to be respected in order to make the "reading" of the result as intended.
