For those of you who have attempted this and are pulling your hair out, I have done so successfully using Partition Magic 7.01 without any data loss.
First,back up,then run PM and choose convert. If the option to convert is grayed out, you need to create free space on your hard disk. This gives PM the room to do the job. I created 25% free space, rebooted and the Convert NTFS to FAT32 button was enabled.
Then do it. Repeat, back up first. More than likely you will get a sparse file error. Do a search on the PM site and it will tell you how to fix this by uncompressing all files on your drive. Whether you've enabled compression or not, NTFS compresses some and you can't convert to FAT 32 unless you uncompress.
Try again. It should work. You may get another error. I had a file with two hard links I had to fix. The PM site had a fix for that too. Then try again.
I had success with no data loss.

why did you want to convert from NTFS to FAT32? i thought NTFS was far superior.

u can conver from ntfs to fat32 but y would u, loose the security and loose data...
fat32 to ntfs no data lose
same as fat32 to fat16 data lose
16 to 32 OK
