Control panel problems

Hello,
This problem has been occurring for a few months and I haven't been able to find a solution. If I try to access certain things in the control panel such as Add or Remove programs, System, User Accounts, etc. I get the error message "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item." I also cannot adjust the date or time because I get the same error message. I am the administrator on my computer and I use Avira anti-virus, Malwarebytes anti-malware, and Super anti-spyware. Those programs have found nothing so I don't know if a virus is causing this problem. I also run ZoneAlarm firewall and WinPatrol.

You could try a repair install using an XP disc. You would then have to reinstall all of the Windows updates.

When I purchased my computer I wasn't able to take it home immediately because I chose to upgrade the video card in it. When I went and picked it up I was not aware of the XP disc and later realized that I was not given one.

Try Error Checking 1. Error Checking- This takes about 35 minutes. Start - my computer - right click local disk (C) - properties - Tools Tab - Error checking section - Check now - check mark both boxes - Start - This requires a restart to begin. cg

AMD Athlon 64 Processor and I have 1 GB of RAM. Most of the file names will not work; I'm getting the same error message.

Try to get a CD for your computer by phone. I used email and I got one for $20.00 from eMachine. If you have a friend with the same type of computer, the information you need is in the Control Panel - System Icon - General Tab - Support Information at the bottom. It gives Phone number and email address.
