Control panel missing?

Control panel option is missing. When I try "control.exe" I get a message - This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator. Same in safe mode. And I get pop up window that says -
Windows Security Alert
Warning! Potential Spyware Operation!
Your computer is making unauthorized copies of your system and Internet files. Run full scan now to prevent any unauthorized access to your files!...Click YES to download spyware remover.

I change the value to 0 in the registry for the "NoControlPanel" and restarted. The control panel appeared. When I click on any of the icons I get the same message as above. "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

Any help appreciated!

HJT logs are by invitation only, you have not been asked to post one, so it's a good chance that it will be deleted by the Admin... 8)

Now my control panel, task manager, and regedit are disabled. Sorry about the HJT log. I feel like I am not making any progress.

shoefactory, Download the free tool called Remove Restrictions Tool (RRT) at the link below.

Make sure you boot in to Safe Mode to use Remove Restrictions Tool (RRT).

You should update your virus definitions and run a virus scan.

Thank you very much Tufenuf. Worked like a charm. I am still getting the message when clicking on any icons in the control panel

Post this in the Virus and Spyware forum. Particulary mention the restrictions and the popup telling you about spyware.

A really helpful guy called jabuck will come along and ask for your HJT log. You'll have that computer spick and span in no time.

Run Spybot S&D (you must have the LATEST updates to it). Reboot. The message will be gone and you'll have access to your control panel again. Afterward run a full virus scan with the latest definitions.

I JUST fixed a PC with this problem. It was positively ridden with virus and some vicious malware. GL!

Got It! Used "Remove Restrictions Tool (RRT)" as suggested by "Tufenuf" and then ran "Spybot S&D" that was suggested by "Sandra". Did this in SafeMode. Thanks again to all the responses. This site is amazing. And has saved me lots of money and I have learned alot. Many Thanks...
