Control panel gone!

I had a bad case of spyware and cleaned it up. Now my control panel is gone and the PC says that I don't have administrator rights for some things like My Computer properties and Windows Firewall access. I could reformat (big hassle) but I'd like to know what is going on.
Their is another place in Kelly's corner that writes about editing the Registry. When I checked it I didn't understand. http://www.kellys-korner-xp.com/xp_... At this location A to Z click on C and look for control panel. I don't know if any of this will work. You can use ERUNT to backup the Registry. http://www.pcworld.com/downloads/fi... Don't use the Optimize part. The backup part is good.

Repair got stuck on installing drivers (gave me an administrator error). I just ended up reformatting which solved all my problems.
