control panel extremely slow to ope

I have 1.5g ram....all usual spyware progs run daily...when I click on control panel it takes around 5 seconds for an empty window to appear,then around another 10 seconds for the icons to appear.I think my pc is running slower in general,but this is the most noticable example. Can I re-install xp without affecting my programs and data?

Do you have a lot of programs running in the background?
Have you checked you msconfig to see what is running? Have you checked you "Startup" folder to see what is running at startup?
These are the first places to look if the computer starts to slow down. Remember even 1.5Gig if ram can be used up if you have a ton of programs running.

Try optimizing the HD by running a disk cleanup and then chkdsk and defragment it if you already havent. A cluttered drive/ junk in the system may result in this delay.
