You may want to check your user settings to make sure that you are, in fact, set as admin, and that no settings have been changed.

Somtimes manufacturers disable things like Task Manager that they think the user will be too foolish to understand.

Ok, don't want to sound like an idiot - although I know I am but how do you check your user settings ? and if I am an admin - does anyone know how to re-enable it.

Start: Control Panel: User Settings

Make sure you are in Classic View. If it says "Pick a Category" along the top of the control panel, then you need to click "Switch to Classic View" in the left hand frame.

Don't know - came with computer so I would say Home Edition. As you can tell by now I am not very educated at computers underneath, as long it works I'm happy, don't know much about the tech. stuff though.

Try this option:
Log in as administrator
Click Start
Click Run
Type gpedit.msc click OK
In the Group Policy settings window
Select User Configuration
Select Administrative Templates
Select System
Select Ctrl+Alt+Delete options
Select Remove Task Manager
Double-click the Remove Task Manager option
Disable Remove Task Manager, by disabling the policy, you are enabling the Task Manager.Goodluck
