CPU/Ram: 2GHz Celeron, 768Mb

My computer constantly reboot itsself. its gets to the windows loading screen and then reboot several times before finally loading windows.I have totally formatted my drive, reinstalled windows, removed all added on cards, practically started from scratch but i am still haviing this problem. about 7 months ago i had a power spike go back through my on board sound card, could this (7 months later) be affecting my mother board, and could my motherboard be stuffed? some help would be REALLY appreciated.
