You need a VGA to NTSC converter.. Tigerdirect has some pretty cheap.

If your laptop really has a video output on it, you don't need a VGA to NTSC converter. What does the connector look like? Is it a regular RCA type video connector like you would see on a TV? Usually on laptops you have the option to toggle between the internal LCD screen, the video output connector and both. Look on your keyboard for something that says "CRT/LCD" or something close to that. Usually you will hold down the function key and press the CRT/LCD key at the same time. This will output the signal to the TV.

"what if i want to connect a regular computer screen to my labtop i have a plug for it in the back of the labtop"

I doubt you have an input for that. What does this plug look like? If it's a regualr VGA connector, it is for connecting an external monitor not connecting to another computer.

Yup, that F5 key is the one you need to press along with the function key. The function key is usually down by the CTRL and ALT keys and probably says "Fn" on it. It's also possible you need to set the configuration in the video properties.

The RCA connector then is an output to go to your TV. You cannot connect a computer up to your laptop and use it like a monitor.

Did this laptop originaly come with XP or did you put it on there. If you put it on there, did you get the drivers from Toshiba for the video card or did you use the ones that XP loaded?

the drivers that come with XP are usually not as good as the ones you get from the manufacturer. You may need to load Toshiba's drivers for all the options to be available.

It's possible that putting the driver from toshiba on it will give you more options such as those needed to turn on the vga output.
