Does the motherboard have USB headers on the motherboard? If it doesn't you cannot connect the front USB ports.

What is the model number of your motherboard?

A USB header is the connector you connect the front panel USB ports to. It comes in the form of two rows of four pins on the motherboard or possibly a row four pins and a row of five alongside each other.

Either way, your motherboard doesn't have any - just two USB ports on the back next to the keyboard and mouse ports.

If you really want you use the front panel ports you may be able to purchase a PCI USB card that has USB headers on it. Something like this:

This only has one USB header, they usually come in pairs.

Your usb header is the connection on the motherboard that you hook up the usb wires from the case. I looked up your motherboard and to me if I saw the right one it is an old slot 1 motherboard and it does not support front usb ports(it does not have the connections on the motherboard for the usb wires from the case to plug into).
