Config parser error

I'm running Windows XP Pro on a PIII 1.0Ghz. I started receiving the following error message a while ago and can't seem to get rid of it.
"Config parser error
Error parsing C:\WINNT\system32\URRTemp\config\machine.config
Parser returned error 0x80070003"
I've tried running scf.exe and it always asks for my XP cd. I've tried re-installing (repairing?). It seems to happen with IE6, or when searching one of the 2 hdd's.
Could this be a hard drive problem?

you mean you cant even freshly install now on that harddrive? but you can still go on internet explorer 6 ?? first what make and size is the harddrive? and have you run a diogionstic test on it from that company website?

its sounds like a program or corrupted file on that drive because you are still using it, to some extent, furnish the make and model it will say it in the bios just as you bootup press delete and enter cmos setup and look at the primary drive specs, and we can test it out with that in fo.

I have 2 hard drives. My C is a Fujitsu MPG3204AH 20Gb
The E is a Samsung SV4084H 40Gb

take the Samsung and make it the primary move the jummper on the back to master for now put windows on it, then move the juper to slave for the Fujitsu see if the Fujitsu can be seen as the E drive slave in my computer then try to format it becouse i think you cant i think its toast.

found this about that fujitsu drives theres a lot of bad ones out there
