computer won't start

I had a computer that the mobo and ram crashed, so i decided to build a new PC with all new stuff except I'm using the Floppy drive, CD rom drive, video card (nVIDIA GeFORCE FX 5200 AGP 128 MB DDR) and hard drive from the other computer. I got a new mobo ( Shuttle "AV49VN" P4X400 Chipset Motherboard for Intel Socket 478 CPU), 2 sticks of 512 ram (WINTEC 512 PC 3200 DDR DIMM), and intel Pentium 4 Processor 2.8 GHZ 533 MHZ 1 MB cache. I put everything into the case and connected it all, but when i turned it on, nothing happend except the lights in the case lit up and the cpu fan started spinning. So then i took out the IDE cables out of the hard drive and CD rom drive, they started working, but they didnt work with the IDE's in, and i tried other IDE cables and the same thing happend. I sent the mobo back and got a replacement but that apparently wasn't the problem. Do you know what i can do to get it working?
