Computer wont boot up

I recently uninstalled a file from my add/remove programs list and now my computer won't start up, It gets to the windows welcome flash page and then just either freezes or restarts itself, is there anything I can do to fix this without having to reinstall windows XP Windows XP Home Pentium 4 3.0ghz 768MB PC3200 120gb Hard Drive ATI Radeon 9200 Series 16x DVD Dual Layer RW Mart
