Computer wont boot up

CPU/Ram: Pentium 4 3.0ghz

I recently uninstalled a file from my add/remove programs list and now my computer won't start up, It gets to the windows welcome flash page and then just either freezes or restarts itself, is there anything I can do to fix this without having to reinstall windows XP

No it wont even boot up in safe mode. just gets to the Windows 'Welcome' flash page and restarts itself
