computer wont boot to safe mode

Specs: Windows XP home
I cannot boot my computer to safe mode however it boots to a normal mode. Here is what I have done:
restart computer pressing f8, it goes to the black screen with safe mode option, I select safe mode it goes to next screen but it gets stuck, I waited 10 minutes, the hard drive light keeps blinking but nothing happens, I noticed that it shows. "zonelabs\srescan.sys", with all other drives I don't know if it has anything to do with zonealarm fire wall, I stopped zone alarm from the start up but still showing just I try to boot to safe mode. Any help will be really appreciated.

"the hard drive light keeps blinking"

That means the system is trying to do something. Try waiting longer.

You can also also try booting into "safe mode with networking" in case the system might be trying to resolve network hardware startup.
