computer slow, dll missing

Ok so, my computer is being slow when i turn it on (that little blue thing goes across like 50 times) and then any programs involving sound or graphics except stuff like flash games runs slow. like watching tv, listening to music, and editing video. on startup, i get this message: Could not load the target dll ("C:\Program Files\BackWbe\BackWeb Client\6.2.3.66\Program\BackWeb.dll", error code 126) (ps. i was having problems before this message started popping up, but now they have gotten worse)

oh yea and i have run norton and adaware and defrag.

Backweb is an updating program that you allow to be installed on your computer through the installation of certain hardware items you have bought. Kodak camera programs, Logitech keyboards/mouse. Since you aloowed it when you installed it your spyware programs will ignore it.

Go there and look in the spyware listing for: "spywareblaster" , "spybot s&d" , and "adaware se" download each one and install them and update to latest and then run them.
Now find the hardware device that you installed that uses the backweb program and uninstall it. Then look for the backweb program in "add/remove and see if it is there and uninstall it.
The backweb program has been known to reinstall itself like a hundred times on one computer. It may or maynot be required for your particular piece of hardware to run properly. Normally once you uninstall it then you may reinstall the original program and custom install the program so as NOT to use the backweb updating service to be installed. If you must install it then you may disable it in the startup folder and it will become safe.
