Check if the issue persists in safe mode as well.
1. Start the computer and tap F8 key to get advanced boot options menu
2. Select safe mode with networking and hit enter
3. Once the system boots to the desktop, open web browser and go online to check if it happens when you get online
If the issue does not persists in safe mode, you can perform a clean boot and check if the issue persists in normal mode. To perform clean boot refer to the link mentioned below:
If the issue does not persists on clean boot, you may try enabling applications on start up one by one and restart the system to check which application is causing the issue.

NOTE: System restore will remove the applications installed after the restore point but will not remove any files.
