Computer NOT turning off

My Computer is not turning off, does not restart, or does not even go on stand by.
And under Power Option properties, I also set it to go on Stand By each time I close the lid of my portable computer, but it's not going on stand by.
What could possibly go wrong?
I can only turn off the laptop if I removed the battery. I know it's bad. Please help!
