Computer monitor turns off.. but doesn't.

Having a problem with a Dell computer monitor. The monitor is set in Windows XP Power Options to turn off after 15 minutes. The monitor does turn off after this - sort of. The screen turns black/blank and the picture disappears, but the screen still glows black. In other words, the monitor is not actually turning itself off.

What could be causing this? No settings on the monitor/computer were changed, and the monitor -does- actually turn completely off sometimes. Most times though, it just shows the glowing black screen which eats up power.

Mark24, The monitor is set in Windows XP Power Options to turn off after 15 minutes. Is it set to turn off or hibernate?
