Computer looping everywhere! Help..

Good Evening, I have a unique problem with my computer and wondering if anyone has an answer. I have an HP computer that has a looping problem at the windows screen when trying to access any icons within my computer or control panel it continues to loop back to the icon I just pressed. I replaced the hard drive with a new one and purchased an operating system thinking that the problem was within the old hard drive only to find the new hard drive is doing the same as the old one with looping back to the icons you push when you want to access something. I open my homepage and it does the same thing when trying to access news or anything from the home page--by just looping back to the homepage and not allowing me to access any information. Does anyone know if the problem is with the hard drive or drives or is it something actually within the motherboard, software or?? Thank you for your help... Bob
