computer is running but desktop isn

One day my computer is working the next day i go to boot it up and it starts up fine and allows me to choose which user to log into as (admin or my main account) but once it gets to load the desktop it doesnt load anything ie: the taskbar, icons, or anything. At first i thought that it wasnt running at all but then i left it on and i noticed i was still getting pop-ups. i found this very odd. I also tried starting in safe mode with no success. I can do ctrl alt del, so if its a program running in the background i can end it, i just need to figure out which program it is sooooo any help would be much appreciated.

Boot in the safe mode and do a system restore to a point before the problem.
