my computer is restarting again and again whenever i connect my webcam and try to use it.

Your computer cant handle your webcam so it crash
You have to reinstall or update your webcam driver

Read this article on disabling the automatic restart option on system failure:

In this case, the error codes will likely say to update drivers for the webcam, as mostafaz said. I think it's a good idea to disable this option anyway if a future problem arises.

There's also a remote possibility (which I've come across only once before) that your power supply is on it's way out.

When you connect your webcam, it pulls a bit more power from the system and it trips.

If you have (or can borrow) another PSU - preferably with a higher wattage than your current one - try swapping them and trying again.
