Computer is not opening in safe mode

Specs: Windows XP
My computer is not running in safe mode, neither task manager is running. The system is running well in normal condition.
Please help in solving these problems.

have you tried choosing "Safe Mode with networking" instead of just "Safe Mode" ?

Because on some computers, the only safe mode that works is "safe mode with networking" (mine is like that).

Do you by any chance have "Nero InCD" installed?
This can cause the 'no safe mode' problem you're having.

Uninstalling 'Nero InCD' fixes the problem if it applies to you.
Updating 'InCD' to the latest version would also fix it, but I believe Nero have discontinued it now because it was also unreliable.

Bear in mind your problem can have several unrelated causes.
There is no one single fix for it. It could therefore take a while to hit upon the right fix which works for you.

It's only the 'InCD' component I'm referring to. You shouldn't need to remove the entire Nero package.

I've got Nero installed, but not the 'InCD' component, and safe mode on my system is okay.
