Computer hangs in IE and Control Panel

Hey, I have a 1 ghz amd athlon, 384 megs of ram, and a 60 gig hard drive & Windows XP Pro. Out of nowhere last night, when I try to open control panel or Internet Explorer, the computer will hang, or actually lag for about 20-30 seconds before the program will open. I am able to move the mouse and do other things while this is happening so the computer isn't freezing, but it takes 20-30 seconds for the window to pop up.
It doesn't seem to be loading anything which makes it weird because it used to pop right up. I treid reinstalling numerous times with no luck! Anybody else had this problem, any suggestions?? Thanks!
