Computer hangs after POST

I just installed my new motherboard/cpu. Everything seems fine but it doesn't do anything after post. It's a black screen with a blinking cursor on the upper left corner. I want to do a fresh install of xp but it won't read the cd-rom or floppy and I think the hard drive too. I changed this in bios but still nothing. I am running on a tyan kt400 with athlon 2500 cpu. The tyan motherboard has an LED display that reads 89. I looked this up and I think this is what it means:
"Programming after setup complete. Going to disply power on screen message."
I waited for 30 minutes after post and I get nothing. Thanks for any suggestions/help.

There was a post not so long ago with the very same problem. It turned out it was his USB keyboard causing the problem (unfortunately, he doesn't elaborate on the reasons).
I say unplug all peripherals (ok, you wont have a keyboard or mouse, but you'll be a step closer to solving the mystery) and unecassary h/ware, and see if you get anywhere then.

Well, I really don't know what to unplug. I have a ps/2 mouse and keyboard. All of the essential computer components are installed such as HDD, video card, motherboard, cpu, RAM, floppy, cd-rom drive. Thanks for the suggestion. I'll get on it to see if any of them is causing the stall. Any other suggestions?
