I just built a new computer last week.
When i was building it the CPU cooler wasn't installed properly and burned the CPU. So I got new CPU & motherboard.Now, most of the time it works perfectly. But 1 out of 5 booting up the computer, it freezes at start where I see windows logo with blue scroll bar.
All the drivers are up to date, tried reinstalling windows.
Do you think the RAM or power supply could've been damaged when the CPU got burnt? What could possibly be causing this.

These are difficult things to find.
Basic choices are software, firmware and hardware.
You could try to reload the basic OS. Even use other OS's.
There are live cd's and other ways to run diag suites.
Many cases the motherboard has either suffered esd damage or had some mfg defect with parts.
"Best Practices", Event viewer, host file, perfmon, antivirus, anti-spyware, Live CD's, backups, are in my top 10
