computer freezes at windows logo sometimes

Specs: Windows XP
I just built a new computer last week.
When i was building it the CPU cooler wasn't installed properly and burned the CPU. So I got new CPU & motherboard.

Now, most of the time it works perfectly. But 1 out of 5 booting up the computer, it freezes at start where I see windows logo with blue scroll bar.

All the drivers are up to date, tried reinstalling windows.

Do you think the RAM or power supply could've been damaged when the CPU got burnt? What could possibly be causing this.

Thanks
