Computer CPU Usage at 50% at all ti

okay.. basically i have this 1 problem...

this is what my computer has...

CPU: AMD Athlon™ 64 3200+ Processor (512KB L2 cache, 2.2GHz, 1600MHz FSB)
Operating System: Microsoft® Windows® XP Home Edition SP2 1
Chipset: ATI RS480
Memory: 512MB DDR (400MHz)
Expandable to 2GB
Hard Drive: 160GB 2
Optical Drives: 16x DVD±RW multi-format double layer
Media Reader: 8-in-1 Digital Media Manager
Secure Digital (SD), Smart Media, Compact Flash, Micro Drive, Memory Stick, Memory Stick PRO, Multimedia Card, USB 2.0
Video: ATI Radeon® Xpress 200 (PCI-Express®)
128MB DDR shared video memory
Sound: AC '97 audio, Dolby 5.1 (6-channel)

when i play games or do something that requires excessive CPU usage or RAM and shut all the programs down, i should have 0% CPU usage rite? well not for me! only after i do something that requires excessive computer resource, on the task manager it shows that system idle process is 99% CPU usage meaning i have no CPU usage, but on the bottom of the task manager where it says CPU Usage, it says 50%. only after i restart the machine i get 0%. now soon after i keep running with 50% CPU usage all the time, i lose internet connection. i have to restart to get it back. i scanned the computer with updated antivirus and updated spybot but found nothing. can someone tell me what this is?

Go into the MSCONFIG folder through the RUN Slot, and turn off everything you can on the Startup tab.

Restart the unit and see if that fixes the problem.

Hello.

Is this a new built PC ? If not, did you start having the problem lately ?

If lately, did you do a virus scan and a worm/trojan/malware scan lately on your PC ?
