Windows XP Logon Screen does not appear and the Computer Continuously Restart.
You will keep all your files/data but lose the Windows updates.
FWIW to XP users: When you click on the 'Command Prompt' you are just causing the 'Command prompt' to be displayed. This prompt gives you access to NTVDM.EXE, the 'NT Virtual DOS Manager'.

Nope, you normally keep all your programs, you might lose some tweaks that you made.
