Compuer keeps restarting

I tried to upgrade my Win 2000 to XP but during my installation, Windows XP Logon Screen Does not Appear and the Computer Continuously Restarts. I know how to fix if I had a CD-ROm or Floppy, but the problem is that my laptop has external cd-rom with USB connection which doesn't work in DOS. I have all setup files in one of the partitions which is FAT. I just want to know if there is any possibility to enter Command Promt without startup disc. I tried Last know config, debuggin mode, and everything else. Nothing works...my PC just keep restarting. Big problem. Any idea? Thankssss

You need to download the 6 Xp startup floppies from Microsoft.com, and use them for the initial boot process, they load USB drivers, and once at the Xp setup screen, you can perform any maintenance such as format, partition, repair etc etc.
