Compressing MPEG's

Dear group:
I have several MPEG's that are over 700MB. In fact they all around 720MB to 730MB. I tried WinRar and could not get them below the 700MB limit for my CD-R's. Is there some way to set the compression for a high level when using WinRar?
Also are there any other programs I might consider using for compressing these MPEG's?

the problem is you are trying to compress an already compressed file. The chances of you getting more then 1 or 2 percent compression is null. The best option would be to use a video editing program and re-encode the mpeg at a lower bitrate. Of course this will reduce the quality but it's the only way you're going to reduce the file size.

I convert my videos to 'XVID MPEG4' using the AVS converter.

I should have elaborated. You can use a video editing program or a format conversion program such as the one Ham30 suggested. Either one will let you change the bitrate or convert to a format that has a better compression ratio. I would go with Ham30's suggestion and convert it to the XVID MPEG4 format. Very good compression and the quality is pretty good. You won't need extra software but you will need to install the MPEG4 codec. I don't use that format myself so I don't know where to get it but I'm sure Ham30 can suggest where to get it from.
I use ULeads Media Studio Pro to edit my vidoes.
